A.   Front reception staff are briefed on current eco-sustainability initiatives particularly where they are required to take payment or registration information for an event or course.

A.

A.   A range of brochures are displayed in the Administration Building, Cambridge Library, Boulevard Centre and Bold Park Aquatic Centre. Brochures cover topics such as sustainable travel broadly and within the Town, water conservation, planting natives to enhance local biodiversity, recycling and the Rewards for Residents Scheme. Local TravelSmart guides and bus timetables are available at the Administration Centre, library, The Boulevard Centre, Bold Park Aquatic Centre, Wembley Community Centre and youth centre. Various displays are also set up at the library throughout the year to promote current eco-sustainability events such as Conservation Week, Bikeweek, Walk Week and Sustainable September.

General Support for Environmental Sustainability

General ways that this council promotes environmental sustainability.

Q1.   Does this Council employ 2+ f/t or equiv. p/t environmental / sustainability officers (or similar roles by different names?) Please provide details of position, department and areas of responsibility.
A.   The Town employs two sustainability officers (1.5 FTE's) and a full time waste minimisation officer, equivalent to a total of 2.5 FTE's. One sustainability officer is full-time while the other is part-time. The full-time officer is principally responsible for biodiversity conservation, the TravelSmart program, sustainable procurement, LivingSmart and the Towards Carbon Neutral program which aims to reduce the Town's carbon footprint. The part-time officer is primarily responsible for water conservation and monitoring including the ICLEI water campaign, Garden Week, sustainable schools grants, the native plant subsidy scheme and Bush to Beach/Regional Walk Trails. Both officers are involved with the organisation of community workshops, the community garden, community groups, major events/campaigns such as Sustainable September and the Switch Your Thinking program. The officers operate under the Development and Sustainability Directorate. The waste minimisation officer is responsible for working with the community to reduce waste to landfill. This involves managing waste education campaigns and managing waste data including waste monitoring and evaluation. The waste minimisation officer operates under the Infrastructure Directorate.

A.   The Town has a Sustainable Procurement Policy.

A.  No The Town is in the process of developing a sustainability management system which will provide a framework for sustainable planning, reporting and decision making.

A.  No

Q5.   Does this Council provide an annual report to the community on the state of the environment and encourage feedback?
A.   The Town produces an Annual report with a section on Social and Environmental Sustainability - this is not an official SOE Report.

A.   A Sustainability Information Report is presented to Council every four months. A Council Forum will also be held in November 2012 to discuss Sustainability.

A.   Information regarding sustainability issues/initiatives is shared with staff particularly in association with sustainability events or campaigns. Annually, during September, workshops are held to inform and educate staff on sustainable practices and environmental issues, e.g. Malubillai Wildlife Carers provided an information session on wildlife injuries and the management of wildlife at Lake Monger.

A.   A "Switched on Staff" group through the "Switch Your Thinking" program has been established.

A.   Sustainability is a standard agenda item on the Executive and Management meetings. The Town also aims to support Fair Trade and is considering obtaining Fair Trade products such as tea and coffee for its staff.

Natural Resource Management

How this council manages the air, water, land, plants, animals and micro-organisms - and their ecosystems - in its care.

Q1.   Does this Council have an Integrated Water Management/ Catchment Management/ Stormwater Management Plan/ Food and Agriculture Localisation Plan in action? If so, which of the above?
A.   Council is part of a WESROC Total Water Cycle Plan.

Q2.   Does this Council have Erosion and Sedimentation Control Plan Guidelines?
A.  No All sedimentation issues are addresses according to the WA Government Gazette, 2002, Part 7, Sand Drift.

Q3.   Does this Council have a Green Plan in action?
A.   Council is part of a WESROC Greening Strategy for the region.

Q4.   Does this Council have a Natural Areas/ Bushland Management Plan?
A.   The Town has developed individual management plans for several bushland areas. In addition it has developed a Biodiversity Conservation Strategy and a Biodiversity Action Plan to protect and enhance the biodiversity value of natural areas.

Q5.   Does this Council have any policies /strategies for retention of mature trees?
A.   All established trees are to be maintained to ensure they are safe for the members of the public who use the area and are only removed if they pose a safety risk to the public.

Q6.   Does this Council have a strategy in place for the control of phytophora dieback?
A.   A broad disease survey was compiled by Arbor Carbon in 2011 for recreational and parks areas in Cambridge. Actions are taken according to recommendations provided.

A.   The Town has weed control programs in place.

Q8.   Does this Council have a strategy to protect and enhance biodiversity in the local area?
A.   The Town has developed and adopted a biodiversity action plan to protect and enhance the biodiversity value of natural areas.

Q9.   Does this Council have any strategies for the development of wildlife corridors?
A.   In association with WESROC the Town has undertaken projects under the Western Suburbs Greening Plan which aims to create vegetation linkages at a regional and local level. Creating these links provides corridors for the movement of fauna and seeds that promote species diversity and reduce the impacts of fragmentation.

Q10.   Does this Council have a Nutrient/ Irrigation Management Plan?
A.   The Town has nutrient policies and practices in place to minimise nutrient transfer to groundwater. Nutrients are applied in accordance with leaf tissue analysis to customise fertilizer application and reduce the risk of over-fertilizing.

Q11.   Does this Council have a Sustainable Landscaping Strategy/Plan/Policy
A.   Landscaping is conducted in accordance with sustainability guidelines with a focus on eco-zoning, utilising local native plants.

A.  No The Council does not have an official biodiversity incentive scheme like Land for Wildlife. It does however encourage residents to plant local natives through the WESROC Native Plant Subsidy Scheme.

A.   The Town has implemented The Coastal Natural Areas Management Plan.

A.   Yes, 111 ha.

Q15.   Does this Council exert pressure to protect remnant bushland in the face of urban expansion plans?
A.   The Town of Cambridge is a well established area that is not generally affected by urban expansion plans. Where development impacts on remnant vegetation every effort is made to retain vegetation as much as possible and to replace any vegetation that is lost. As an example, 1200 trees and shrubs were planted on National Tree Day 2012 to offset the loss of trees from the expansion of a sporting complex. The planting far exceeded the number of trees being removed.

Q16.   Does this Council encourage and support other land management agencies to protect/manage bushland with the LGA (e.g. DEC, FESA, Perth Regional NRM)? What is the area managed by these agencies?
A.   Botanic Gardens and Parks Authority at Bold Park is consulted whenever planting takes place in areas adjacent to the park.

A.   Council has a Landscaping and Water Sensitive Urban Design Policy 5.3 that encourages sustainable building and design elements and is drafting a Sustainable Design Policy currently.

Q5.   Does this Council reject development applications from individuals or commercial developers that deny solar access (eg solar hot water, PV, sunlight for garden) for the specific property and its neighbours?
A.   For residential areas this is guided by the Residential Design Codes. LG can only take this into account where developments exceed their overshadowing percentage of an adjoining property. So yes, if seeking approval under the performance criteria of the R-Codes.

Q6.   Does this Council allow shading devices in front yards? (eg Shade sails, roller shutters etc)?
A.   Yes however this is assessed on an individual basis. Council Streetscape Policy considers shade sails and pergolas in accordance with street setback requirements

A.   These are permitted as a right under the R-Codes - no Council discretion.

A.   . Such materials are used where assessed as appropriate. Cleaning contractors are also required to use biodegradable products. Recycled plastic bollards and park equipment are used at recreational areas.

A.  No No the Council doesn't have a specific policy however recycling is encouraged. As an example a Council property on Southport Street was demolished and a large portion of the construction waste was recycled.

A.  No

A.   Council has a Landscaping and Water Sensitive Urban Design Policy 5.3 that promotes and supports the application of Water Sensitive Urban Design principles on Council property as well as in the wider community.

A.  No

A.   The Town implements the TravelSmart program which encourages staff to replace car journeys to work with walking, cycling, car pooling and public transport trips. Staff are encouraged to participate in walk and cycle to work days and other workplace walking and cycling events. An online car pool register has been established to encourage staff to share the journey to work and reduce single driver trips. Corporate SmartRiders are available for staff to use for business trips. The Town is looking into reimbursing staff for public transport journeys to and from the workplace.

Q6.   Does this Council regularly tally and graph its employees' commuting carbon emissions to motivate efforts to reduce?
A.   The Town conducts an annual travel survey to determine staff modes of transport to and from the workplace and the distance travelled. Carbon emissions can be calculated from this data.

Q7.   Does this Council’s fleet include a majority of fuel-efficient vehicles (<7L/100km) for urban use? No. of vehicles in total fleet? No. of vehicles using <7L/100km?
A.   The Town has a total fleet of 55 vehicles. Half of these are light commercial vehicles which don't come under the fuel-efficient classification. The 23 remaining vehicles are passenger vehicles and 15 of these are fuel-efficient i.e. Two thirds of passenger vehicles are fuel efficient.

Q8.   Has this Council begun to factor in impacts of climate change across all departments and all areas of governance, especially planning?
A.   Cambridge is a member of the WEROC Regional Climate Change Adaptation and Mitigation Group which investigates the potential impacts of climate change and makes recommendations, particularly with respect to the impacts on infrastructure. Sea level rise is also being considered in planning.

Q9.   Is this Council addressing peak oil risks and vulnerabilities? How?
A.   The Town is including more fuel efficient vehicles in its fleet and implements TravelSmart initiatives to reduce fuel use such as encouraging car pooling and public transport for business trips.

Q10.   Does this Council continue to monitor its corporate greenhouse gas emissions/ manage climate change following the end of CCP funding? (eg. using WALGA reporting platform, Planet Footprint or other frameworks)
A.   The Town is implementing the WALGA Greenhouse Gas Reporting and Abatement Platform to monitor energy use and corporate greenhouse gas emissions.

A.   A Greensense View real-time monitoring system has been installed at the Library/Boulevard Centre and the Administration Centre. Continuously monitoring enables abnormal consumption to be identified.

Waste Management

How this council works towards the goal of zero corporate waste.

Q1.   Does this Council recycle any of its municipal solid waste?
A.   Town of Cambridge sends a portion of its solid waste to the Resource Recovery Facility in Neerabup. Cambridge also has a fortnightly kerbside collection of recyclables. A fortnightly collection of green waste is currently being considered.

Q2.   Does this Council have a zero waste to landfill strategy?
A.   Cambridge has a Strategic Waste Minimisation Plan 2008-2013.

Q3.   Does this Council have a methane reduction plan?
A.   Waste from the Town of Cambridge is sent to the Resource Recovery Facility at Neerabup.

Q4.   Does this Council have waste treated by an industrial biological composting system?
A.   The waste is sent to the Resource Recovery Facility (RRF) and is treated by a biological, aerobic, composting system.

Q5.   Does this Council have an internal program that aims to reduce the amount of waste generated by Council staff?
A.   Printers are set to default double sided printing. Email communication with residents is utilised to reduce the amount of paper mailed out. All unwanted consumables and stationary is also recycled back to other staff members. All councillors and Executive staff have been given Ipads thus reducing the amount of paper generated for Council agendas and minutes significantly.

Q6.   Does this Council process its own kitchen/lunchroom waste in composting/wormfarming/bokashi system/s?
A.   Kitchen scraps are collected in the lunch room and an employee takes this home for compost.

Q7.   Does this Council recycle all of its paper wastes?
A.   Paper is collected under desks and cleaners place this material in recycling bins located on the outside of the building.

Q8.   Does this Council recycle all possible plastic, aluminium and glass waste?
A.   Plastic, aluminium and glass are collected in the kitchen and transferred to larger bins by cleaners.

Q9.   Does this Council recycle all its ink and toner cartridges?
A.   Cambridge recycles all possible ink and toner cartridges.

Q10.   Does this Council predominantly use high % recycled paper? Details?
A.   Where possible paper consists of at least 30% recycled to 100% post consumer recycled material.

A.   The Town has implemented a best practise irrigation strategy.

A.   The Town has achieved milestones 1-4 and is progressing towards the achievement of milestone 5.

A.   The Town achieved Waterwise Council Status in 2010.

Q5.   Does this Council water its own green spaces between 6pm - 9am as per Water Corporation regulation?
A.   Where scheme water is used, watering is restricted to twice/week. Where bore water is used, watering occurs on an as needed basis within the bore water allocation the Town is entitled to under license. This may be less or more than three times/week.

Q6.   Does this Council have its own Water Conservation Plan to target groundwater consumption?
A.   A ground water consumption saving of 207 400 KL from 2010/2011 to 2011/2012 was achieved.

Q7.   Does this Council have measures in place to ensure that its total bore water use remains within its annual entitlement? What % of bores are metered, and how often are meters read? If not, is such monitoring being planned?
A.   The Town has a Water Conservation Plan and an Operating Strategy. 100% of bores metered. Daily electronic monitoring takes place and monthly ground water consumption reports are compiled.

Q8.   Does this Council keep a schedule of the amount of water applied and when it is applied in its public open spaces?
A.   The Town records the amount of water applied. Scheme water irrigation is scheduled while ground water irrigation is controlled by soil and weather data so that watering occurs on an as needed basis.

Q9.   Does this Council turn off its irrigation systems in winter for Council properties using scheme water, as per Water Corporation regulation?
A.  

Q10.   Has this Council conducted a water audit of any of its large water consuming facilities to identify where water savings can be achieved?
A.   An audit of the aquatic centre was conducted.

Q11.   Does this Council have any water conservation or efficiency measures in place at large water consuming facilities such as Aquatic Centres?
A.   Several measures have been implemented at Bold Park Aquatic Centre and include water monitoring via metering of showers, toilets and the pool; water saving shower heads; dual flush toilets; the use of excess water from balance tanks for irrigating grassed areas; water saving filters that reduce water use by 90% when backwashing, pool blankets to reduce evaporation losses and sweeping of the pool surrounds rather than hosing.

Q12.   Does this Council have a Waterwise Purchasing Policy that mandates Council purchase water efficient appliances and fittings above minimum standard? (eg showerheads, flow restrictors and urinals)
A.   The Town's Sustainable Procurement Policy states that " the Town of Cambridge through this policy, will use its best efforts to ascertain and procure products and services that meet the following criteria:- (2) Demonstrate environmental best practice in consumption (which can be demonstrated through suitable rating systems and eco-labelling), with a minimum four (4) star rating required".

Q13.   Does this Council have measures in place to ensure that all Council owned facilities are retrofitted with water efficient appliances and fittings?
A.   The Town has retrofitted the administration building and the aquatic centre. Existing appliances have been upgraded to water efficient appliances and equipment during general maintenance to ensure that water efficiency standards are met. Waterwise plumbers are utilised and are required by the Water Corporation to use water efficient appliances and equipment.

Q14.   Does this Council reuse any of its own grey water? If so, what % /how much?
A.  No

Q15.   Does this Council undertake staff education campaigns with a focus on water conservation and efficiency (indoor and outdoor)?
A.   Water conservation and efficiency information is conveyed to staff through information sessions, particularly leading up to summer and in association with education campaigns such as National Water Week. The Town of Cambridge is a Waterwise Council and all relevant Park staff have received Waterwise and Irrigation training. Maintenance staff have received Internal Water Auditing training and are currently registered for the online Internal Water Auditing training course.

Q16.   Does this Council monitor its ‘Works Depot’ to ensure hazardous materials are managed properly and contaminants do not enter stormwater drains?
A.   The Town manages hazardous materials in accordance with Material Safety Data Sheets.
