A.   Sustainable features have been implemented at the Library and Ashfield Reserve as part of the Perth Solar Cites Program – see Section F, Question 1.

A.   The Town has an Energy Efficient Design Policy. This policy applies to split coded sites and encourages efficient design in residential buildings. It is heavily weighted towards the orientation of main living area windows and courtyards, for passive solar benefits for residential dwellings. The Scheme does not prescribe or prohibit materials that can be used in buildings, nor does it dictate housing styles, which allows scope for innovation, for both thermal efficiency and the embodied energy of various building products. At the same time, providing that the applicant can demonstrate that an innovative building design, such as in the case of green roofs, is structurally feasible, a building licence can be issued.

A.   As part of its involvement in the Perth Solar City program, the Town has undertaken two energy efficiency projects: the Ashfield Reserve project involved the installation of street lights, the energy requirements of which are offset by a 4.08kW solar photovoltaic system on the Ashfield Community Centre; and the project at the Library has seen a 3.6kW solar photovoltaic system installed and an energy-efficient lighting retrofit completed. The Perth Solar City program also involves a trial of new ‘smart meters’ in Bassendean, Midland, Darlington and Forrestfield. A software programme has been installed to capture and present the power generated and the value of the installation. The display gives a running visual commentary on the power being generated, the carbon savings and potential income. The display is located on the wall immediately above the recycling centre, next to the lift.

A.   The Town currently uses a Central Control System as a management tool for managing water requirements of major parklands. This involves daily review of evaporation rates to assess irrigation requirements. The Town has also developed a Water Conservation Plan which includes strategies for progressive incorporation of watering categories and hydrozoning across irrigated playing fields and Public Open Space and landscapes

A.   Currently completing milestone 4.

A.   Indirectly progressing towards endorsement through completion of Water Campaign milestones. The Town intends to liaise with the Water Corporation and look into endorsement.
